Jakarta, October 5, 2026 – The construction of the 46 MWp Tembesi Floating Solar Power Plant (PLTS) at the Tembesi Reservoir in Batam has reached approximately 74% completion as of October 2026. Occupying about 42 hectares—equivalent to 5% of the reservoir’s total surface area—this floating solar facility expands the reservoir’s utility; beyond its primary role as a source of raw water, it will now also contribute green energy to the city of Batam.

The Tembesi Floating Solar Power Plant is being developed by PT Nusantara Tembesi Baru Energi (“NTBE”), a joint venture between PT PLN Nusantara Renewables (“PLN NR”) and PT Batam Tirta Surya (“BTS”). Once operational, the project is expected to generate an annual energy output of 61 GWh, providing clean energy to approximately 40,880 households and reducing carbon emissions by up to 51,000 tons per year.

The project’s steady progress indicates that it has reached an advanced stage of development. This advancement is supported by the completion of all necessary permits, the arrival of most major equipment on-site, and ongoing construction activities, including the development of a control building and the installation of anchors and PV modules.

In a floating solar power plant, anchors are critical components that secure the facility to the reservoir bed, ensuring it remains stable during operation. The mooring system for this project has been specifically designed to accommodate the reservoir’s depth, water level fluctuations, and a bottom slope of up to over a dozen degrees. At present, the installation of anchors at all designated mooring points has been fully completed.

In addition to the anchors, the installation of PV modules—the most essential elements of the floating solar project—is also underway. The project utilizes bifacial solar panel technology, which is capable of absorbing sunlight from both sides, thereby optimizing performance even in low-light conditions. To date, the installation of PV modules has reached a capacity of 38 MWp out of the total 46 MWp, representing approximately 82% completion.

The construction of the Tembesi Floating Solar Power Plant (PLTS) requires special attention, as the work is being carried out over a body of water while ensuring that the Tembesi Reservoir continues to serve its function as a source of raw water. Consequently, construction and installation are being executed in phases, with strict adherence to established occupational health and safety (OHS) and quality standards. This approach allows on-site challenges to be managed without compromising worker safety or the reservoir’s ongoing utility.

Kuswara, President Director of PLN Nusantara Renewables, views the current progress as a significant milestone toward the utilization of clean energy in Batam. "The advancement in the mooring system and the installation of solar modules bring the Tembesi Floating Solar Power Plant closer to delivering tangible benefits to Batam. This achievement must be sustained by ensuring that all subsequent work is carried out safely, to a high standard of quality, and with proper integration," he stated.
